What Kind of Bolt Is This?

I need to get another bolt bit about 1/2" longer. It's for the air filter bracket that threads into the head. Is this like a self tapping bolt? Can I use just a regular one? I need a 3" chrome one thread is 1/4 20. Local stores don't have anything and can't find online. Any idea where I can check if I can't just use a regular bolt? Thanks

I can't see where you're from on this tablet, but I have had good luck at a home improvement store called Menards here in Indiana with finding replacement hardware.

I'm in Arizona, I can look it up online but not sure what the proper name is for a bolt that is cut like that. Unless it's not needed, then I can order a basic button chrome bolt

That groove is too long for a self tapping screw. Wonder if its for breathing or venting.?
that IS a possibility but it seems like that is not what it would be for since it would only vent to the inside and not allow gases to go anywhere. i don't remember ever seeing tapping threads going that far up on the shank of a bolt. does make a man scratch his head and say WTF?

That is a breather bolt, for a 107ci.
