Installation Instructions for Windshield

Does anyone have a copy of the Windshield installation instructions they could send to me? I installed the base part, put the handlebars back on. I crank the bolts as hard as i can. I can't get them any tighter.
The problem: the handlebars still have a slight wiggle towards the front and back. I don't know if I F'ed something up and stripped the bolts or the handlebars (I hope not!!). Do I have the washer in the wrong spot? Do i need the washer? There is a little rubber mount that was originally under the washer, do I need that? Does hand tightening those bolts not get it tight enough?
The windshield didn't originally come with instructions so I kinda wung it thinking there wasn't many parts to screw it up too bad.
Any help would be great.

post pics of what you got, but really it's pretty hard to screw that up unless you cross threaded them. They should be 1/2-13 bolts which would take about 50lbs if they are grade 5 (Harley bolts) or 80 lbs in grade 8. I can't imagine that they'd be too long there is plenty of room in the handlebars. Remember the bushings will allow for some play in the bars.

Here are a few pics.

A couple are blurry but the 1 is good. Then, the washer that i didn't put back on was originally over the black rubber piece below the windshield mount. I didn't change out the bolts.
