Every few months I get a build up of I guess you would call gunk on my carb. Usually on top of this cap. I have it attached and circled. What is this a plug?

Yup it's a plug ....you have a picture of the buildup ?

No sorry I cleaned it up but it was like thin layer of very light brown almost tan in color. Is this fuel along with dirt from carb.

Without seeing it hard to say ....but i would suspect its a little dirt and oil ...
