At an idle or higher idle...fuel spurting out of the idle mixture holes...
I'd think an out of adjustment is the float level, to a loose jet and fuel being sucked up between the threads of the jet. But for you to watch 3 jet holes feeding idle, puddles, and not stall? How you determine a clogged carb needing a clean: is a no start, to hard start, or wont idle, choke keeps it running/off it stalls.
One or more of the jet holes are clogged IF hard starting, wont idle. Simple physics says vacuum is going to pull fuel out of 3 jet holes is the constant. No single jet controls idle or WOT. It is all 3 jets that are pulling out a fixed amount, and a tapered needle lifted out of the main jet determine the amount amount feed. For it to puddle, I rather physical watch it from where your standing. Got a video?
Don't go pulling the carb bowl off so fast. Lots of hidden evidence if the float level is off. One would show the level enter out at both ends. Things like dripping gas out of the air cleaner side. Next is excess gas entering an opened intake valve, goes past the rings, enter the crankcase, mixes with the oil.
So oil cap off, does it smell like oil, or has a hint of gas smell? Dipstick caramel slow is the flow or lots of drops off the dip? Smells like oil, then it is not an out of adjustment scenario.

Air screw has nothing to do with overly excessive gas. It is at a preset turn out, and fine tuning from there of incremental turns from its preset, that do not exceed more than a half turn either way.
Answer this:
1. Does it start fast?
2. Does it idle on its own?
3. Petcock on, engine off, can you see fuel come out of the low and main jet holes?
4. The spark plug's porcelain nose is what color?
