I will have to get my Kid to figure out that drawing...... I am use to Aircraft drawing to troubleshoot wires from Point A to Point ZHere is a diagram I found on the web. Better one in the manual. But the tank feeds the pump, the pump circulates it around the motor and back them it pumps it to the filter. From the filter it is returned to the tank that is vented and has nothing to do with the feed line side. Now if you were to interrupt flow to the "feed line" side of the pump then yes you could loose suction.
Any other thoughts on this?

Thanks BDM for posting it.
Just start the motor without the filter and let it drain till it come out clear then add the filter and some more oil to the tank and your done with a little wipe up with a paper towel.
