Use heat and a strong magnet after you get it loose with a pick of some sort.

Take the axle out so it takes pressue off the adjuster set screw. With the axle removed you should be able to thread the set screw all the way in so it comes out on the axle side rather than the front side. Keep in mind that you don't need that much torque on the set screw. Only 5 ft lbs at most with axle tight.

got the axel outif i can get the belt off the pully ill be set

little more work but take the guard off the front pully and slide the belt off.

I think I would take a scratch awl and try to get it out first.
