Yes, I think you are exactly right. Instead of the fender being behind the battery box, there is a chrome 'replacement' ....I thinking maybe the fender was rolled back from it's original position were it would have came down and touched the lower swing arm bar in the front. Just a guessit looks good on that bike and it's famous.

It's called a strutless fender and has sidewalls that are approx. 3/16" steel plate. Celeste has one on her Fat Boy.

Did those wheels come stock? They look like 80 spoke. Mine came with 60s and the rear failed from torque. BDM replaced with an 80 under warranty.my 1999 vintage classic. 48 made 47 had 96 cube motors. this yellow job was the only 99 vintage classic that came with a 107 cube engine.
